The City of Pearland, TX is seeking to hire a full-time Purchasing Officer acts as the City of Pearland's Purchasing Officer to monitor, evaluate, plan, and coordinate the services and programs of purchasing. In this role, you will directly supervise three employees: two (2) Buyers and one (1) Contract Administrator. The Purchasing Officer carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; coaching employees; addressing complaints and resolving problems. This position will also be responsible for development of the City's compliance with purchasing policies and engage in periodic reporting. They are seeking someone who will truly care for this city.
 
The Purchasing Officer earns a competitive salary of $87,080.53 - $111,027.68/ based on experience. Additionally, the city pays all premiums for their employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. They also offer a retirement plan through the Texas Municipal Retirement System (TMRS) with a 2:1 employer match, life insurance, disability, access to the city's recreation fitness center, employee assistance program, educational assistance, 9 paid holidays and 2 designated paid holidays, paid vacation, sick leave, and an active wellness program focusing on physical, mental, and financial health.

This position will also be charged with leading the City's Purchasing program and will be the point person for all Finance-related data initiatives. The Purchasing Officer works in Finance but is an integral part of the City's ongoing management and decision making. As such, any candidate should be equipped to work directly with the City Manager's Office on high-level projects and tasks.
 
Essential functions are:
 
*Develop and oversee best procurement methods necessary for preparation of complex, informal, best value bids, and other procurement options.
 
*Advise user departments to determine the best method of procurement for potential purchases, such as quotes, cooperative purchasing, competitive bids, best value, or lowest responsible bidder, RFP's and the like.
 
*Coordinate all competitive bidding and procurement documents (specifications) for purchases, including highly complex bid documents involving technical items and equipment.
 
*Conduct public bid openings, document vendor responses, and prepare and distribute bid tabulations. Assist and advise departments in evaluation competitive offerings to determine and recommend the overall best offer for a product/service; ensure that if contract is not awarded to low bidder, the process is properly documented and approved by Legal. Review bid protests and prepare oral or written recommendations as necessary.
 
*Oversee the City's Purchasing card program.
 
*Review and approve all City Council Agenda item requests related to procurement of goods or services.
 
*Maintain bid logs, bid schedules; distribute bid packages, place legal advertisement and notices, and conduct pre-bid openings and pre-bid conferences.
 
*Contact vendors to obtain price quotations, product information and specifications, and other vendor information. Maintain vendor lists, product information and catalogs.
 
*Advise and assist department users in the formulation of specifications; review and analyze all commodities
 
The Purchasing Officer position is not limited to the specifications above and are subject to change.
 
Requirements:
 
*Bachelor's degree (B. A.) in Business Administration or Public Administration, or equivalent, from a four-year college or university is required.
 
*A minimum of five (5) years of progressively more responsible experience in purchasing supplies, materials, and equipment commonly used by municipal government agencies is required.
 
*Any work related experience resulting in acceptable proficiency levels in the above required knowledge, skills and abilities is an acceptable substitute for the above specified education and experience requirements.
 
*Professional certification from a recognized Purchasing Association (Certified Purchasing Manager or Certified Public Purchasing Official) preferred, or the ability to attain within three (3) years of employment.
 
*Valid, Class "C" Texas Driver's License.

@Blackbird : Hey if you are qualified, go for it! It looks like a pretty good job. I did purchasing for 15 years but don't qualify for this position. Plus I have no intentions of going back to work.

I've never done purchasing, never hired or fired anyone, and have only been an individual performer. Still, that is a sweet salary and benefit package. Maybe I can talk my way in and learn on the job.
